The considerations presented in the paper are an attempt to prove that free access to all scientific publications is evaluated on some world scientific forum. Scientists have to make selections among scientific publications again and again. In order to economise the scientist' time it is proposed to execute selections in three phases: the first phase - preliminary - even without seeing the relevant publications, and only on the basis of the title, author's name, names of publishers and journals, list of (...) references, blurbs etc.; the second phase (with the relevant publications at hand) - the verification of results of the first preliminary phase on the basis of rough reviewes of the publications; the third phase - selective - the verification of results of the second phase by attentive studies of selected publications. We investigate the association between a wide range of community-level environmental, social, and governance (ESG) outcomes and the credit risk of U.S. municipal finance fixed-income securities. We develop a novel dataset of multiple ESG outcomes for U.S. counties and connect it to a 2001-2020 panel of municipal bonds issued within those counties. Overall, we find supportive evidence that collective increases in community-level ESG factors (i.e., ESG outcomes) are associated with reductions in credit risk for U.S. municipal finance instruments over time. (...) We theorize that these associations arise from variations in investor perceptions and manifested changes in fiscal health over time as a function of changing ESG outcomes. Post hoc analyses leveraging quasi-exogenous shocks to uncertainty, as well as connecting ESG outcomes to various measures of fiscal health at the county-year level, and credit ratings at the bond-year level, help validate this theory. Our research suggests that even socially agnostic investors should investigate the environmental and social performance of a municipality as part of their credit due diligence. (shrink)

This article confronts aphorisms by two authors who are far apart in the time continuum. What they – the aphorisms – have in common is that they focus on a critical examination of language as a means of communication. The conclusion of the analysis can be summarised as follows. In the first case, we are dealing with a scholar and exact scientist – a university professor of experimental physics in Göttingen in the Age of Enlightenment. The other, on the other (...) hand, is a contemporary politician and active parliamentarian. As one would expect, the former insists on an exact analysis of the means of language and resists imposing limits on it. The other aphorist, on the other hand, is inclined to commit himself to precise linguistic formulations. His expressis verbis credo is rather committed to dialectics and reads: You should not read an aphorism several times in order to understand it once, but read it once in order to understand it several times. The paper discusses the lingual genesis of consciousness. The author reconstructs Daniel C. Dennett’s naturalization strategy, showing how, according to Dennett, language enables the emergence of consciousness in the evolution of humankind. This naturalization assumes a behavioristic view according to which consciousness is a covert verbal behavior. The author shows that Dennett adopts and transforms Mead’s, Skinner’s, and Jaynes’s original behavioristic approaches inscribing them into a course of human evolution. This inscription leads to specific problems discussed in the final part (...) of the paper: There are actually two definitions of consciousness in Dennett’s philosophy—first says that consciousness is a kind of verbal behavior, second says that it is a virtual memetic machine. There is no explanation of the execution rule that could show how given mind content becomes conscious; Dennett introduces the competition metaphor instead. Some contentful events in the brain (mind contents) simply win with others. Inscription of the possible scenario of consciousness development in the evolutionary landscape does not mean that one can testify the theory yet. (shrink)

Dicer is a key player in microRNA (miRNA) and RNA interference (RNAi) pathways, processing miRNA precursors and doublestranded RNA into ~21-nt-long products ultimately triggering sequence-dependent gene silencing. Although processing of substrates in vertebrate cells occurs in the cytoplasm, there is growing evidence suggesting Dicer is also present and functional in the nucleus. To address this possibility, we searched for a nuclear localization signal (NLS) in human Dicer and identified its C-terminal double-stranded RNA binding domain (dsRBD) as harboring NLS activity. We (...) show that the dsRBD-NLS can mediate nuclear import of a reporter protein via interaction with importins β, 7, and 8. In the context of full-length Dicer, the dsRBD-NLS is masked. However, duplication of the dsRBD localizes the full-length protein to the nucleus. Furthermore, deletion of the N-terminal helicase domain results in partial accumulation of Dicer in the nucleus upon leptomycin B treatment, indicating that CRM1 contributes to nuclear export of Dicer. Finally, we demonstrate that human Dicer has the ability to shuttle between the nucleus and the cytoplasm. We conclude that Dicer is a shuttling protein whose steady-state localization is cytoplasmic. (shrink)

En este trabajo se presentan criterios que permiten estimar parámetros de desinfección mediante el uso de luz ultravioleta UV-C de onda corta, en agua, aire y superficies. Se indican métodos para evaluar la dosificación en función de la potencia de la lámpara empleada. Este tipo de estrategia permiten resultados de hasta 99.9% de desinfección, inactivando diferentes tipos de microorganismos. Estas referencias sirven de base para el diseño de dispositivos de utilidad en la presente emergencia por COVID-19, cuyo origen, al ser (...) viral, es susceptible al mismo método de desinfección debido al proceso de dimerización del ADN, donde el daño producido en la estructura celular, afecta la capacidad de reproducción y de funcionalidad. We describe the development, testing, and formative evaluation of nine role-play scenarios for teaching central topics in the responsible conduct of research to graduate students in science and engineering. In response to formative evaluation surveys, students reported that the role-plays were more engaging and promoted deeper understanding than a lecture or case study covering the same topic. In the future, summative evaluations will test whether students display this deeper understanding and retain the lessons of the role-play experience.

La réception tardive de l'oeuvre de Ernst Troeltsch en France nous a privés d'une analyse du christianisme originale et féconde. Elle nuance et enrichit ce que nous savons, au travers de la réflexion wébérienne notamment, des relations de la religion chrétienne à la modernité. Contre les interprétations usuelles qui datent l'émergence de cette dernière de la Renaissance et de la Réforme, Troeltsch insiste sur la centralité des Lumières comme marquant la fin de la civilisation ecclésiastique ; c'es l'évanouissement de la (...) référence structurante à l'ordre divin qui inau­gure selon lui l'entrée dans le monde moderne. Sur la base de ce constat, il s'agit pour Troeltsch de trouver une définition du christianisme qui soit en adéquation avec les conditions de l'existence moderne. It nuances and enriches what we know, especially through a Weberian reflection, about the relations of the Christian religion and modernity. Against the customary interpretations that date the emergence of the latter from the Renaissance and the Reformation, Troeltsch insists on the centrality of the Enlightenment as marking the end of an ecclesiastical civilization. It is the disappearance of the structuring reference to the divine order that inaugurated, according to him, the entrance to the modern world. On the basis of this observation, Troeltsch is interested in finding a definition of Christianity that would be in harmony with the conditions of modern existence. In his work dating from 1912, "The social doctrines of the Churches and Christian groups ", he examines the categories "Church", "sect", and "mystic" that were present evangelical times, circumscribing three sociological and ethical modes, which he confronts with modernity. No single one is adequate. In order to endure, Christian­ity should, according to Troeltsch, renounce the attempt to set up an ethical program of a religious essence in the heart of the world and accept the establishment of a faith in the intimacy of consciences, all the while adapting its« to socia-cultural realities applicable to everyone, of which the forms and internal transformations are always to be re-thought. Stiff Person Syndrome is a rare autoimmune disorder associated with antibodies against glutamic acid decarboxylase, the key enzyme in γ -aminobutyric acid synthesis. In order to investigate the role of cerebral benzodiazepinereceptor binding in SPS, we performed [ 11 C]flumazenil positron emission tomography in a female patient with SPS compared to nine healthy controls. FMZ is a radioligand to the postsynaptic central benzodiazepine receptor which is co-localized with the GABA-A receptor. In the SPS patient, we found a global reduction of (...) cortical FMZ binding. In addition, distinct local clusters of reduced radiotracer binding were observed. These data provide first in vivo evidence for a reduced postsynaptic GABA-A receptor availability which may reflect the loss of GABAergic neuronal inhibition in SPS. (shrink)
